How to add a service user to portfolio
Check what user role you are set up for (must be a minimum of Administrator to be able to add service users.)
Select organisation tab, then select service users.
Click 3 dot icon in the top right corner, then select add service user
Fill in the required information including what portfolio the user should be assigned to.

Confirm your name, what your user role profile is and what portfolio you are trying to assign.
